- This fixes an issue where pip installation in a venv was broken because the
  special handling in fork_exec seems to have rewritten the executable to base
  executable resulting into installing pip into the base python instead of the
  venv
- Minor: replaces usage of TemporaryDirectory in tests with a custom
  TemporaryTestDirectory which allows conditional cleanup useful for debugging
