Make job creation output available to registered users of the study

Currently only Admin and Wet-lab users have access to "Job Creation Output" on the prep page.  It is important that anyone working on an analysis have access to multiqc to be able to assess the data quality and also to detect mistakes that may have happened during processing (both in the lab and in the SPP).
